The Scouter does not include the -1 hour return times due to having a Lunar Fuel Depot Moonbase, I simply forgot to include it, but unfortunately doing so would affect some other game code as well, so I prefer to leave it until the break between rounds. I'll fix it then.

The actual return times are correct.
